Street Banners

The City of Unley is responsible for the installation and display of road banner sites in designated locations within the City of Unley.

Banner Specifications

Eligibility

Designated Road Banner sites are available for hire to the following:

  • Individual traders, the general community and organisations located in the retail precincts to promote cultural, sporting, special events or services specific to the residents and businesses of the City of Unley.
  • Special dispensation is available for professional health or educational services and/or relate directly to the community of Unley.

Designated Road Banner sites for hire should be utilised so as to:

  • Enhance the City's visual attractiveness, style and sophistication by decorating and enlivening Retail Precincts.
  • Convey an image of activity and excitement and reinforce the visual image associated with an event, activity, service or campaign to promote the City.
  • Convey information about cultural, sporting, recreational and tourist events, activities and festivals.

A completed and signed Banner Application Form to use the banner sites within Unley can be lodged, Attention: Katrina Harrison:

Council approval will be granted subject to applicant agreeing to and complying with the Eligibility, Design Criteria and General Conditions.

A letter of approval and invoice for the installation and rental costs will be sent to the applicant.

The applicant will be required to pay the prescribed fees prior to the commencement of the banner being installed.

Applicants are required to deliver banners to the City of Unley Council Depot, 75 King William Road, Unley, no later than 3 business days prior to the date of installation.

Applicants are required to collect the banner from the City of Unley Council Depot, 75 King William Road, Unley, no later than 5 business days after the end of the hire period. Banners not collected within this time will be disposed of.

Fees

Installation and Rental fees for hiring of road banner sites will be as specified in Council's Fees and Charges Register.

Fees as at 1 July 2012 are:

  • Banner Installation Fee - $283.00 per site
  • Weekly Rental Fee - $304.00 per site

The installation fee includes installation and removal of the banner. An Installation Fee applies to all banner bookings.

Main Street Associations involved with the Unley Street Life Trust, or not for profit organizations based in the City of Unley utilising the Road Banner sites will not be charged rental fees. An installation fee will still apply to these groups.

Design Criteria

  • A colour scale drawing of the proposed banner at a scale of 1:50, professionally prepared, depicting colour schemes and message for consideration.
  • The message on the banner should emphasise the event or activity and not the product or the company.
  • Road Banners should be colourful, attractive and double sided for maximum exposure and effect.
  • The commercial advertising content (total of combined printed area) of each banner must not be more than 25% of the area of the banner in the case of an individual sponsor and no more than 25% of the banner in the case of multiple sponsors. Only commercial advertising for businesses located or operating a specific event or service within the City of Unley will be accepted.
  • Banners will not be permitted that have advertising the City of Unley deems reasonably objectionable and conflicts with the City of Unley’s mission, values and corporate derived strategic priorities (i.e. the banner must not advertise political, sexual, racial or religious content or promote tobacco, smoking, gambling or illegal activities.
  • The commercial advertising content of the banner must relate to businesses located within the boundaries of the City of Unley, or goods or services available within.
  • The content of the banner must not compromise or question the integrity of Council and in the event the banner is erected, it does not imply that the City of Unley endorses the message, event or product being advertised.
  • The graphic composition of colour and text needs to be bold and uncomplicated, and able to be read at a distance of up to 50 metres from a moving vehicle. Excessive use of dark colours or fine text should be avoided.
  • Text should be in a font that is legible from a distance. It should be easily distinguishable from the background colour(s) used in the banner. Light coloured text on a dark background has been proven to have the greatest clarity. A minimum recommended font size is lettering an average of 240mm in height.

General Conditions

  • During periods of high or severe wind activity the City of Unley reserves the right to temporarily concertina or remove banners during the hire period in the interests of public safety. No refunds will be given if this occurs.
  • All banners must meet the guidelines as set out in the “Specification for Banner Construction and Fixing to Poles” dated July 2008.
  • The hire of banner sites is in weekly blocks from Monday to Monday, however due to particular circumstances (ie extreme weather, mechanical breakdown, public holidays) this can be delayed without notice.
  • The maximum length of time for the hire and use of a Road banner site/s with commercial advertising content is 21 days (3 Weeks).
  • The maximum length of time for the hire and use of a Road banner site/s with no commercial advertising content is 28 days (4 Weeks).
  • Special consideration will be given to banners which advertise a special historical event associated with a company or organisation located in immediate adjacent council areas that may provide regular services and/or relate directly to the community of Unley.
  • There is to be no rental fee for Main Street Associations involved with the Unley Business and Economic Development Committee, or not-for-profit organizations based in the City of Unley to utilise the Road Banner and light pole banner sites. An installation fee will still apply to these groups.
  • Priority will be given to Council in the promotion of its events and services to the community.
  • Special consideration will be given to banners which advertise a special historical event associated with a company or organisation located in immediate adjacent council areas that may provide regular services and/or relate directly to the community of Unley.
  • Bookings may be made up to 12 months in advance.
