City-wide Parking Strategy

On-street parking is a limited resource, often with competing user requirements and demands. Managing these competing demands can be difficult, particularly in a growing inner-urban Council like Unley. Developing a clear and equitable approach to managing on-street parking will make future decision-making easier and provide the community with clarity on why - and how - certain decisions are made.

The city-wide parking strategy will aim to:

  • Provide a holistic, strategic framework to guide Council decision-making about managing on-street parking, including resident and business parking
  • Provide a better balance of parking provisions for residents, businesses, shoppers, commuters and others
  • Maximise the parking provisions already in place and deliver new ones
  • Better manage changes to parking demands over time.

The Strategy will be delivered in two stages:

  • Stage 1 - Development of decision-making principles, established through Shaping Unley community directions (2022)
  • Stage 2 - Development of a parking strategy which supports the decision-making principles, and detailed directions about common parking issues (2023)

Stage 1 of the project is completed, with Stage 2 currently underway.

Shaping Unley

The development of the City-wide Parking Strategy aims to empower the community to suggest and help guide good outcomes through Council’s innovative engagement process, Shaping Unley.

The parking strategy project is the first to trial this new approach, working in partnership with consulting and community engagement company DemocracyCo.

Shaping Unley is a five-step engagement process.  The final outcomes from the Shaping Unley process were presented and endorsed by Council at its meeting held on 22 May 2023. You can find the Council Report here (refer to item 4.5, page 101)

  

Project Update – April 2022

The Phase 1 Issues and Ideas On-line Forum is now closed and was held between 11 April to 6 May 2022. Local residents and businesses across the City of Unley were encouraged to share their on-street experiences (good and bad) and ideas on how to improve parking management in the City of Unley. Through this consultation Council received 373 community responses, including:

  • 137 submissions to the parking survey
  • 70 submissions to the ideas board 
  • 165 submissions to the map 
  • 1 written submission from Walking SA.

 

Project Update – May 2022

The first Shaping Unley panel sessions were held in the last week of May and the first two weeks of June 2022.

The responses from the 'Issues and Ideas' Online Forum were provided to Unley’s first randomly selected Shaping Unley Community Panel of up to 20 residents and businesses (13 residents and 7 businesses) to develop a framework and set of decision-making principles to form the basis of the City-wide Parking Strategy.

 

Project Update - August 2022

Step 3- Community Testing of the panel outcomes (listed below) and documented in a Shaping Unley Parking Conversation Guide is now closed. The panel outcomes included:

  • Parking Ideas
  • Parking Decision-making Principles
  • Parking Engagement Improvements

The Community testing was held for a five (5) week period between 3 August and 2 September 2023. Council received 78 responses on the panel outcomes.

Generally there was community support for the panel outcomes with some refinements/tweaks proposed.

Project Update - October 2022

The fourth Shaping Unley panel session (Step 4 - Community Panel Review) was held on the 13 October 2022, whereby eight (8) panel members attended.  At the session, the panel members considered refinements to the parking ideas and decision-making principles based on the community Testing feedback, as well as considered key questions by Council staff in regard to paid parking and permits (residents and businesses). 

The final panel outcomes to inform the development of City-wide Parking Strategy will be presented to Elected Members for endorsement in May 2023.

Shaping Unley is a comprehensive engagement process that the Council is trialling to explore complex and polarising policy issues facing the City's community. The city-wide parking strategy is the first topic to use this process.

Shaping Unley aims to establish a positive partnership with the community in developing the city-wide parking strategy by drawing on the community's on-street parking experiences and ideas respectfully and collaboratively.

Who will be on the Shaping Unley Panel?

The Shaping Unley Panel for the city-wide parking strategy will comprise of 24 Unley residents and businesses (14 residents and 10 businesses). 

The Panel selection process aimed for a randomly selected and diverse representation from the resident and business community. We wanted to hear from people who have concerns about parking, people who don't, people of all ages, backgrounds, and experiences from a resident and business perspective.

The Panel members will be learning and sharing together - as they work to develop an over-arching framework and decision-making principles that will form the basis of the city-wide parking strategy.

The Community Panel workshop sessions will be held on the last week of May and in the first two weeks of June 2022.

DemocracyCo are a local engagement company that specialises in collaborative and deliberative engagement. DemocracyCo believe that together we make better decisions. They create opportunities for all people to participate in solving the complex problems of our time by designing and delivering deliberative engagement processes. DemocracyCo have been supporting the City of Unley in the development of their Shaping Unley initiative.
