Financial contribution for eligible Multi-unit dwellings

Here in the City of Unley, we aim to maximise sustainable resource recovery and encourage residents to:

  • reduce waste to landfill
  • compost food waste and organic material
  • recycle correctly

Large multi-unit dwellings (MUDs) that use a private waste contractor and meet the following eligibility criteria, may apply to Council for to receive the following financial contribution annually under the Sustainable Kerbside Waste Management Policy.

  • Tier 1: 4.5% of annual residential rates
  • Tier 2: 2.25% of annual residential rates

Eligibility criteria & conditions

The following eligibility criteria apply:

  • For large MUDs only (MUDs with more than 24 residential dwellings on one site)
  • Must use a private waste contractor
  • Must meet either Tier 1 or Tier 2 conditions:

Tier 1 conditions:

  • For new or existing properties (as at 1 July 2026).
  • Provide a waste service equivalent to the three-bin system (landfill, recycling and Food Organics Garden Organics (FOGO) collection services)
  • Provide adequate FOGO waste services to account for the amount of organic waste that households in the MUD could reasonably be expected to produce (2kg per household per week).
  • Provide waste data to the City of Unley on an annual basis, including tonnages of all landfill waste, recycling and FOGO collected.
  • Provide educational information to residents to enable correct use of the three-bin system, including appropriate bin signage. *   
  • Provide tools for residents to enable the correct use of the FOGO bin including kitchen caddies and rolls of compostable bags. **

Tier 2 conditions:

  • For existing properties (as at 1 July 2026)
  • Provide a limited waste service (landfill and recycling collection services)
  • Provide waste data to the City of Unley on an annual basis, including tonnages of all landfill waste and recycling collected.
  • Provide educational information to residents to enable correct use of the bin system, including bin signage. *

* City of Unley can assist with updating bin station signage and information for residents.

** City of Unley can provide residents with a kitchen organics caddy. Residents are also eligible to receive one roll of 150 compostable bin liners each year at no cost. 

Other conditions:

  • Payments will only be made to the overall Property Managers or Strata/Community Corporation responsible for each building, not to the owners of rateable properties or multiple building owners.
  • Financial contribution payments will be paid by Council to eligible MUDs after the end of the financial year, and only after eligibility and reporting requirements are met, including the provision of annual waste data.
  • The Property Manager, Property Owners or Strata/Community Corporation must agree in writing that they meet all eligibility criteria and requirements as part of the annual reporting.
  • The value of the two-tier contribution will be reviewed each time the Sustainable Kerbside Waste Management Policy is reviewed.

Annual reporting requirements

A waste service, that meets the eligibility criteria, must be provided for the full financial year.

The following information will be required for the annual waste report:

  • Provision of annual waste data (see example below).
  • Photos showing bin station signage.
  • Number of residential apartments within MUD.
  • Number of kitchen caddies and compostable bags required for the following year.
  • Written confirmation from the Property Manager, Property Owners or Strata/Community Corporation that all eligibility criteria and requirements have been met.
  • Completion of the City of Unley Supplier Application Form to enable us to pay the contribution.

Annual waste data:

Collection contractor, materials destination and amount (tonnes) for the following streams:

  • landfill (required)
  • recycling (required)
  • FOGO (required for tier 1)
  • cardboard (optional)
  • 10c bottles & cans (optional)
  • other (specify - optional)

Annual reporting for the financial year must be submitted by 1 October.

Other waste services for residents of MUDs

Residents of any sized multi-unit dwelling within the City of Unley are entitled to the following (per dwelling):

  • A kitchen organics caddy
  • One roll of 150 compostable bin liners per year for the kitchen caddy
  • At call hard waste collection, limited to one free collection per financial year and one charged additional collection per financial year
  • At call mattress/and or ensemble collection, limited to one free collection per financial year.

 

Eligible MUDs can apply for a financial contribution each / any financial year, provided they meet the eligibility criteria and submit an annual waste report for that year.
