Haslop Reserve Walking and Cycling Improvements

The Haslop Reserve Walking and Cycling Improvements Project is located between Cremorne Street and Wattle Street in Malvern.

The Project responds to Recommendation 23 of the 2019 Local Area Traffic Management Plan (Parkside Area), which highlights safety concerns at the Rugby/Cremorne Street bend and potential conflicts between cyclists and school children.

Traffic data collected at the Rugby/Cremorne Street junction in 2023 showed high pedestrian and bicycle activity, with over 2,500 daily pedestrian movements and 285 daily bicycle movements, reflecting its close connection to Unley Primary School. The Project directly addresses concerns raised by the local community, particularly parents, caregivers, and regular users of the Rugby/Porter Street Bikeway.

The Project aims to improve walking and cycling safety and accessibility for people of all ages and abilities through the following measures:

A priority pedestrian (zebra) crossing at the intersection of the Cremorne Street footpath and bicycle path.
A pedestrian refuge to facilitate safe crossings of Rugby Street and Cremorne Street.
A sheltered right-turn facility for cyclists on the Cremorne Street and Rugby Street bend.
Enhanced landscaping along verge areas to provide physical separation between footpaths and the roadway.
Adjusted school and reserve fencing to improve sightlines and widen paths.
A calmed, low-speed road environment conducive to walking and cycling.
Enhanced street aesthetics and shading through additional plantings and trees.
Narrowed carriageways at the Wattle Street and Rugby Street junction using landscaped kerb buildouts to improve pedestrians and cyclists access and safety.

The Project is supported by a $200,000 State Bicycle Fund contribution from the State Government, with Council funding the remaining cost.

Construction Work Updates

Construction works notices will be published here during the Project. As works progress, visit this webpage again for information on where works are happening, and related traffic restrictions and detours.

The Haslop Reserve Walking and Cycling Improvements project is progressing well, with most of the Wattle Street junction works now complete and open to the public.

Construction has now moved to the Cremorne Street bend, where works are expected to take approximately four to six weeks. Vehicle detours are in place to help manage traffic during this period.

A temporary pedestrian path has been provided alongside Haslop Reserve to maintain access around the work site. However, cyclists are strongly encouraged to use the signed detour via Cambridge Terrace (illustrated below), particularly due to the high number of Unley Primary School students using the temporary pedestrian route between the two campuses.
