Unley Parking Management Plan

On-street parking is a limited resource, often with competing user requirements and demands. Managing these competing demands can be difficult, particularly in a growing inner-urban Council like Unley. Developing a clear and equitable approach to managing on-street parking will make future decision-making easier and provide the community with clarity on why - and how - certain decisions are made.

The Unley Parking Management Plan(PDF, 6MB) (formerly titled 'City-Wide Parking Strategy') aims to:

  • Provide a holistic, strategic framework to guide Council decision-making relating to the management of on-street parking, including permits
  • Provide a better balance of parking provisions for residents, businesses, shoppers, and visitors
  • Optimise existing parking facilities to their full potential and implement new ones as needed
  • Better manage changing parking demands over time.


Community Benefit

The development of the Unley Parking Management Plan (the Plan) was designed to empower the community to help suggest and guide good outcomes through Council’s innovative engagement process, 'Shaping Unley'. The process empowers our community to influence Council's decision-making. 

The Plan is the first project to trial this new approach, working in partnership with consulting and community engagement company DemocracyCo.

Extensive community consultation and engagement with Elected Members occurred over a two-year period. 

During Stage 1 of the Plan development, participants considered topics such as:

  • General parking management – time controls, smart parking, pay for use, travel behaviours
  • Permits – resident, business, visitor
  • Narrow streets and driveways
  • Work zones and construction site parking management.

Council heard from participants about their on-street parking experiences in Unley and has considered the principles and ideas on how parking can be improved to provide a better balance of parking provision for residents, businesses, commuters, and visitors.

Project Status

The City of Unley has undertaken the development of the Plan in two distinct stages:

  • Stage 1 - Development of an overarching framework and decision-making principles (2022)
  • Stage 2 - Development of the document, taking into account the overarching framework and principles endorsed in Stage 1 (2023-24).

Both stages 1 and 2 are completed.

The final Unley Parking Management Plan 2023-2033(PDF, 6MB) was endorsed by Council at its meeting held on 26 February 2024.

 

Project Update – April 2022

The Shaping Unley Step 1 - Issues and Ideas Online Forum was held between 11 April to 6 May 2022. Local residents and businesses across the City of Unley were encouraged to share their on-street experiences (good and bad) and ideas on how to improve parking management in the City of Unley. Through this consultation Council received 373 community responses, including:

  • 137 submissions to the parking survey
  • 70 submissions to the ideas board 
  • 165 submissions to the map 
  • 1 written submission from Walking SA.

Project Update – May 2022

The responses from the 'Issues and Ideas' Online Forum were provided to Unley’s first randomly-selected Shaping Unley Community Panel of up to 24 residents and businesses (14 residents and 10 businesses) to develop a framework and set of decision-making principles to form the basis of the City-wide Parking Strategy (now named Unley Park Management Plan).

The first Shaping Unley panel sessions were held in the last week of May and the first two weeks of June 2022. 

Project Update - August 2022

Council endorsed the Shaping Unley Panel outcomes and Parking Conversation Guide for Community Testing at its meeting held on the 25 July 2022(PDF, 54MB)

The Shaping Unley Panel outcomes included:

  • Parking Ideas
  • Parking Decision-making Principles
  • Parking Engagement Improvements

Step 3 - Community Testing of the Shaping Unley Parking Conversation Guide(PDF, 2MB) was held for a five (5) week period between 3 August and 2 September 2023. Council received 78 responses on the panel outcomes. 

Generally there was community support for the panel outcomes with some refinements/tweaks proposed.

Project Update - October 2022

The fourth Shaping Unley Community Panel session (Step 4 - Community Panel Review) was held on the 13 October 2022, where eight (8) panel members attended.  At the session, the panel members considered refinements to the parking ideas and decision-making principles based on the Community Testing feedback, as well as considered key questions by Council staff in regard to paid parking and permits (residents and businesses).  

Project Update - May 2023

The final (step 5) Shaping Unley outcomes including parking decision making principles and ideas were endorsed by Elected Members at its meeting held on 22 May 2023(PDF, 44MB).

Two Elected Member workshops were also held in March and April 2023 to discuss eight specific parking issues, which were not discussed in detail as part of Shaping Unley. The outcomes from these workshops, as well as the endorsed Shaping Unley outcomes have been used in the development of the Draft Unley Parking Management Plan 2023-2033(PDF, 6MB).

Project Update - October 2023

The Draft Unley Parking Management Plan(PDF, 6MB) was made available for community consultation between 3 October and 3 November 2023 through Council's Your Say Unley.
