Focus Area 5 of the Unley Parking Management Implementation Plan (UPMIP) is about aligning the long-standing Trial Business Parking Permits that Council issued in 2016, with the newly endorsed Business Parking Permit Scheme.

As part of the Unley Parking Management Plan 2023-2033 (UPMP), investigations and consultation identified the need to develop a simplified Business Parking Permit scheme for business use.

This scheme will be available to businesses from 1 April 2025.

5.1 What was the previous Business Parking Permit Trial?

In 2016, Council introduced a Business Parking Permit Trial for use within timed-limit parking controls.

Permits were made available under the Trial to some businesses, primarily within the Goodwood area and on Maple Avenue, Forestville.

The Trial Permits were originally valid until December 2017, however, Council administration approved the ongoing use of these permits (free of charge) until Council adopted a new business parking permit scheme.

A new Business Parking Permit Scheme has now been endorsed by Council, and will come into effect on 1 April 2025.

To facilitate Council’s implementation of the new Scheme, all previously issued Trial Permits will be valid until 31 March 2025. After this date, they will be discontinued.

5.2 Why is Council introducing a new Business Parking Permit Scheme?

On 26 February 2024, Council adopted its Unley Parking Management Plan 2023-2033 (UPMP).

The UPMP was developed over a two-year period and involved extensive consultation with our wider community, through Council’s ‘Shaping Unley’ engagement process.

This innovative process involved input from community panels that were made up of business and community representatives. The ‘Shaping Unley’ engagement process guided the development of the UPMP by considering the needs of residents, businesses, and visitors in a holistic and collaborative manner.

As part of developing the UPMP, investigations and consultation with local community and businesses identified the need for a simple, City-wide permit scheme for business-use that achieves a balanced outcome between residential and non-residential needs.

With the adoption of the UPMP, over the coming months Council will develop the new Business Parking Permit Scheme. This new Scheme will come into effect on 1 April 2025.

5.3 When can I apply for a Business Parking Permit?

Businesses should be able to apply for a Business Parking Permit in February 2025.

Further details on how to apply, and associated fees, will be provided in early 2025.

The permits will come into effect on 1 April 2025.

5.4 Who can apply for a Business Parking Permit?

Under the new Business Parking Permit Scheme, all Unley registered business owners or operators (including commercial businesses, schools and childcare centres) can apply for a Business Parking Permit, providing there are time limit controls installed adjacent to the business and property development approval was granted on or before 26 February 2024.

5.5 How many permits can an Unley registered business apply for?

Unley registered business owners or operators (including commercial businesses, schools and childcare centres) can apply for a maximum of two permits, providing there are time limit controls installed adjacent to the business and property development approval was granted on or before 26 February 2024.

A permit will be transferable for business staff use.  

5.6 How much does a Business Parking Permit cost?

The fee for a Business Parking Permit is yet to be determined by Council. Further details on the fee to purchase a permit will be provided in early 2025.
