Railway Terrace South Walking and Cycling Improvements

The Railway Terrace South Walking and Cycling Improvements project focuses on enhancing public safety, accessibility and amenity along Railway Terrace South, between Devon Street South and Goodwood Road.

The project has been developed in response to community feedback raised by local residents, families from Goodwood Primary School, and users of the Mike Turtur Bikeway regarding existing safety and connectivity issues along this corridor. It forms part of Council’s ongoing delivery of improved walking and cycling infrastructure, consistent with the City of Unley Walking & Cycling Plan 2022–2027.

The project is funded 50:50 by the State and Federal Governments through the National Road Safety Program, with complementary asset renewal works undertaken concurrently and funded by the City of Unley.

 The primary aims of the project are to:

  • Improve safety and access for people of all ages and abilities (particularly at key locations such as the tram pedestrian maze linking Hampton Street South and Hampton Street North, and, the Goodwood Tram Underpass at the Devon Street South bend).
  • Create a lower-speed, lower-traffic street environment that better supports walking and cycling along the Mike Turtur Bikeway.
  • Enhance the amenity and overall experience of the street for local residents, school children, pedestrians and cyclists.
  • Respond to local traffic management recommendations identified in the Local Area Traffic Management Plan for the Clarence Park and Millswood areas (2019)(PDF, 27MB).

Proposed Improvements

The final design identifies enhanced streetscape and safety improvements at several key locations along Railway Terrace South, including:

  1. Devon Street South bend improvements - addressing safety concerns where the road curves near the Goodwood Tram Underpass.
  2. Hampton Street South and Essex Street South intersection improvements - improving pedestrian and cyclist access, safety and visibility.
  3.  Hampton Street North / Railway Terrace North intersection improvements - providing safer crossings and stronger connections to the surrounding walking and cycling network. 

Construction Update

The project is currently under construction and is planned to be completed by the end of February 2026. These works are being undertaken while the tram corridor is closed, and whilst multiple other tram improvement projects are being delivered concurrently. This includes the Forestville Reserve Archway Widening Project and Tram Upgrade Works at the Goodwood Tram Stop.

The aim is to complete the majority of civil works along Railway Terrace South before the end of January 2026, ahead of the tram line reopening and the commencement of Term 1 at Goodwood Primary School. Some works will continue into February 2026, primarily to complete intersection improvements at:

  • Hampton Street North / Railway Terrace North; and
  • Essex Street South / Railway Terrace South.

Traffic and Access Management

Vehicle detours will be in place during construction, with local access impacts communicated directly to affected residents.

To enable the majority of works to be completed by the end of January 2026, temporary bicycle and pedestrian detours will be required.

All current detours affecting the Mike Turtur Bikeway can be found on the Department for Infrastructure and Transport website.

The following Pedestrian and cyclist detour, for the Brownhill Creek Shared Use Path works and the continuation of works on the eastern archway, will be in place from Monday, 5 January 2026, until late January 2026.
